Flash flood emergency issued in Texas, nearly 2 feet of rain recorded so far

A flash flood emergency has been issued for parts of southeastern Texas as rainfall rates reach a whopping 5 inches per hour on Wednesday.
Ten to 21 inches of rain has been recorded so far, and the heavy rain -- which started when Tropical Storm Edouard made landfall on Tuesday afternoon -- is ongoing.
The flash flood warning is in effect in Hardin and Tyler counties.
The National Weather Service warned that "flash flooding is already occurring."
Residents should move to higher ground, the NWS said, calling it "an extremely dangerous and life-threatening situation."
